Unable to install Package Manager

Both the Command Pallete and Manual installation methods do nothing. https://packagecontrol.io/installation

I checked my packages folder and it isn’t already installed, and tried putting the package file in there manually but it still doesn’t let me use it. I also uninstalled and reinstalled Sublime Text Build 4192 but it still didn’t fix it.

Sorry if the details are unhelpful, I don’t know what else I could provide.

The screenshot looks like good old Windows and I never had any problems with PC on that. a) Check with the portable version for Windows, b) Open Sublime’s console directly after startup and see what it logs. Usually take note of which directories Sublime uses. (Maybe you’ve tried an old Sublime Text 3 version before and it still finds its configuration.)

Also I advise you to read Package Control not showing our latest release

TL:DR; Package control, never was and will in foreseeable future, part of SublimeText. It’s third-party plugin and person behind it has no time to deal with it.
