Combining characters in Unicode/Bengali not working

Issue last raised: I can't write Bengali language in Sublime text 3

System:
Ubuntu 20.04
Sublime Text 3 (Unlicensed)
Version: Build 3211

I am using ibus avro for input (see here).

The first picture is what ukti should display as, and the second one is what sublime displays it as (in particular, the combining characters don’t work).

The same file displays perfectly fine on gedit.

I have the correct fonts installed (using Kalpurush/Siyam Rupali from here), so that is not the issue.

From the last time this issue was raised, to quote @wbond,

"To my knowledge, build 3188 has an implementation that handles all but two of characters with combining characters (as of Unicode 11)."

Did this feature for some reason not make it into Build 3211? And could this be fixed in a stable release? Thanks in advance.
