Can not install packages with package control

Does anyone know?

1.The install package command does not appear in the Package Control panel.
2. Package Control settings menu is disabled.

SublimeText 4 Install Package not showing the menu

Hi there! I’m using SublimeText v4 build 4152 (update 02/08/2023). This sound like openssl1 is either missing or openssl3 is installed.

I use homebrew so I unlinked openssl3 (but keep it installed) and kept openssl1 installed.
