my file encoding is UTF-8, and font face is Consolas.

The image you posted is either corrupted or no longer exists. Could you please re-post it? Thanks!
I tested by copy-paste on ST3, “Ubuntu Mono” font face… and it showed properly…
have you tried changing the font?
Consolas isn’t a UTF-8 font AFAIK. Changing your font to a font that supports UTF-8 will fix this.
Consolas does support UTF-8 but alt code for check mark (tick) on english keyboard is ALT + 251
