My system is windows 10.
Each time my start sublime text 3 for the first time, hold it open for about 10 seconds,but second starts per second.
Could you tell me how to solve this problem?

Does it happen on fresh portable Sublime Text?

Try to disable: Emmet and SublimeCodeIntel.
Other packages should work as expected.
