Why `Ctrl+K, Ctrl+B` (Show/Hide Side Bar) is not available by default?

When you start the Sublime Text for the first time there’s no way to open Side Bar with Ctrl+K, Ctrl+B. The option is grayed out in the menu and to make it work you have to choose Show Open Files first. Only then Ctrl+K, Ctrl+B becomes available and remains so until you Hide Open Files. My question is why does this Show\Hide Open Files thing even exist, what’s the point of it? Doesn’t it simply over-complicate things? What am I missing here?

PS Okay, I’ve noticed that Hide Open Files could be quite useful when you have some folder/project opened and don’t want to get distracted by anything else, but I still don’t understand why does this Show\Hide Open Files thing interfere with Ctrl+K, Ctrl+B (Show/Hide Side Bar).

The sidebar does it show if it would be empty, which is the case when you do not have a folder open in your project /window and “show open files” is disabled.
