This is probably best directed to the authors of the Anaconda package since it’s not a Sublime issue per se, but it looks like the message is telling you that it’s trying to run python as a program and it’s not working, so you may need to either install Python on your windows machine or, if you have already installed it, either make sure it’s on the PATH or modify the settings of the Anaconda package to know where it is.
