Using markdown, bootstrap and angular js

I am new in sublimtex. And have several question

1). I write post in markdown format file for gohugo webstatic generator, and write list number

1. Number one
2. Number two
3. Number three

When I generate file, the number is only one generated, that is only number 1. So the number are :

1. Number one
2. Number one
3. Number one

2). When using markdown file, I can see highlight for another text editor like atom (example when I write paragraph with the beginning ## , The word will have highlight on it. But In sublim, I do not know how to do this.

3). I want to learn bootstrap, angular js, and others for web design, how to set up sublim for this purpose.
