It’s been literally years since I had to reinstall sublime text (maybe since 2015?), but my HD died so it’s fresh everything. I have a sublime/user folder in my dropbox. I think it’s all my settings and such (since the new install looks different to what I had before). How do I get things set back up again?

You would just need to navigate to the place that Preferences > Browse Packages takes you and, while Sublime is not running, replace User with your saved version somehow (replace it, copy stuff in, link it, etc).
