Hi just bought a licence and trying to install Package Control (https://packagecontrol.io/installation#st3) but getting
below error 
urllib.error.URLError: urlopen error [WinError 10060] A connection attempt failed because the connected party did not properly respond after a period of time, or established connection failed because connected host has failed to respond
any thoughts ??
Hi , no , i dont see the Install Package control option under Tools , however I have followed Click the Preferences > Browse Packages… menu
Browse up a folder and then into the Installed Packages/ folder
Download Package Control.sublime-package and copy it into the Installed Packages/ directory
Restart Sublime Text
now I can see, in my Installed Packages folder : Package Control.sublime-package … but still no luck
