Unable to store license key or save settings on Windows 10

I have a newly installed Windows 10 and I am not able to store my license key or save settings. Error messages:

license:

Unable to write license file: /C/Program Files/Sublime Text/Data/Local/License.sublime_license

settings:

Unable to save C:\Program Files\Sublime Text\Data\Packages\User\Preferences.sublime-settings
Error: The system cannot find the path specified

Directory C:\Program Files\Sublime Text\Data exists but contains only an empty file called “KEEPME”. No sub directories

you have put the portable version in the Program Files folder and are running ST without admin privileges?
