Unable to open new files with unsaved tab

Steps to Reproduce

1. Open Sublime Text and paste some text in a new tab.
2. Right click on a file and select “Open with Sublime Test” (or double-click if you have associated the file type to Sublime).

Expected
The file opens in a new tab and Sublime Text becomes the active window.

Actual
Nothing
