Can not comment several lines. I go to edit menu select comment, toggle comment and doesn’t work

I’m afraid I’m new to Sublime Text so not sure if was I supposed to make any initial settings to it I just hopped it to work out of the box and not sure why the toggle commenting does not seem to be working as it should.
My code is Ruby on Rails BTW but something doesn’t look right on the tags coloring if I chose that on image showed.

I tested it and it seems to work. The trick with ruby on rails is that it’s a mix of HTML and ruby code, so the comment might be different depending on the context, but it always does something. Maybe you have a plugin interfering ? Also did you try the block comment instead of the line comment ?
