There is no dropdown top menu bar

so I see that everyone else has a menu button but me. Nice.

I just see the meat of the program and of course its impossible to find a ‘help’ section to enter my license key. Figures.

Anyone know where it is? lol

literally in the hamburger menu. Come on, this is pretty standard for browsers and mobile apps.

Is there a way to bring back the full menu bar, similar to how it appeared in Sublime 3?

When this setting is turned on in themes which support it (officially Adaptive, though other themes can also support it with changes), the menu bar is hidden in favour of showing the hamburger menu.

You can turn the setting off to bring the menu back.
