Tab Setting Goes 2 Spaces Instead of 4

I see the settings that has 4 for tab indent but when i hit tab it only goes 2 spaces.
Why?

Can you share a bit more, i.e. the setting you’re looking at and maybe an example of the sort of file you’re editing etc?
