An issue has been raised on MarkdownLivePreview: ordered list aren’t supported. I’ve done a few tests, and it seems that the problem is coming from the actual Phantoms:
Ordered lists are converted into unordered ones.
Thanks to salzi for noticing this bug and having the idea to report it.

I think since this is a potential bug in the Sublime core, the core issues would be a good place to report it to make sure that it gets tracked: https://github.com/SublimeTextIssues/Core
Just to clarify, this isn’t an issue specifically with Phantoms, but rather the minihtml engine that Phantoms and Popups can use. Here are the docs: http://www.sublimetext.com/docs/3/minihtml.html.
