There is a typescript package on packagecontrol.io maintained by Microsoft. Unfortunately, being Microsoft throwing money/developers at the problem, it comes with a bunch of bloat. But one can disable that I believe.

You can indeed just drop the syntax in if all you want is highlighting without any of the TypeScript features. That said, the syntax is somewhat lacking in a couple of places. The most noticeable of those is that it doesn’t scope the \n in comments as part of the comment, so the auto complete can get annoying at times.
The issue with introducing new syntaxes in the core distribution is that they’re maintained by the community as well as by the Sublime developers, and new syntaxes increases the amount of support that’s needed to keep everything in order.
