It used to work on Win7. After switching to Win10 - it doesn’t work anymore.

It is probably because Windows 10 has some new application which is stealing the Super+ key from Sublime Text.
You need to find which application is this and kill it.

If you need Windows key remapping, I’ve used SharpKeys with good effect (I like my caps lock button to be left control).
