I think this is how native Window apps behave, I checked Notepad and Total Commander, both have same behavior.
VirtualBox is bad example here since it is Qt app, not native Windows app - Qt does all windowing, trying to mimic Windows as much as possible, but it is not native behavior. So actually VirtualBox is wrong
