There’s never been a free version, there’s just a “free to try” version. As such, outside of the period in which you’re testing it out to see if you want to purchase it, any usage of Sublime requires that you purchase a license.
Semantics aside, what you’re seeing here isn’t new behaviour. Sublime has both Stable builds and Development builds. Development builds are only for licensed users, so in order to do anything with them at all you must have a license. On the other hand, Stable builds are the ones that you can use to trial Sublime, and those will start without a license.
If you meant to use the stable version, you should double check that you didn’t accidentally add the development channel as well. You want to have either the stable channel or the development channel, but not both.
