Could sublime text fold the cold and draw folding line on the left panel like Notepad++? Thanks!

I thought it does!
Edit – Code Folding – Fold All, UnFold All,etc.
Plus all the shortcut key combinations to fold/unfold at various levels.

It seems that sublime text is folding the code by indent. However I hope it can fold by syntax. In addition, is there a plugin that can realize folding line on left panel just like Notepad++ does?

Yes, apparently it does fold by indent.
