The new dev builds of ST 4xxx (which are currently in discrete beta) can be found in the official ST discord server (a link to which can be found in the globally pinned post to the forum).

Note that since they are currently dev builds, you will need a valid license to use them (Either a new license or an existing ST3 license is also valid).
