Sublime Text 3 will not install or run on Mojave 10.14.3

Steps to reproduce:
.Download Sublime Text 3 (I’ve tried build 3207 and 3208)
.Open DMG file
.Move Sublime Text 3 to Applications folder
.Open Sublime Text 3
.Click “yes” to “Sublime Text” is an app downloaded from the internet. Are you sure you want to open it?
.Sublime Text closes immediately
.Double click “Sublime Text” to launch it again
.The icon appears in the dock for a brief second and then Sublime Text closes immediately
