Sublime Text 3 packages not created

I recently installed Sublime Text 3, also Plugin Manager. After I install a new package nothing is added to the Packages folder. The only folders showing up are bz2 and User. I reinstalled Sublime Text 2 and there are several packages in the packages folder. Any ideas? I have tried reinstalling everything and it is reproducible.

Mac OSX 10.11.1

So how do I modify settings? Do I have to manually create those files?

Yes. Click the menu item the package provides and save your settings in that (potentially emtpy) file.

The “Unable to open” messages are normal even for files that do have contents. That’s because ST first attempts to open the actual location specified. If it doesn’t find a file and it is a file in the packages folder, it will attempt to virtually map the file from a .sublime-package archive.
