Sublime: Save set of tabs to always open

I have several files that I edit frequently, and I need all of them open at the same time.
I have tried using projects but I dont want the status of the opened/closed tabs to be updated when I exit sumblime but rather to always open the same number of tabs and this should only change when I manually save the project.

Is this possible? Thanks!

Hey this is really great. Its the function I was looking for. the only issue is that its is rellying on a hotkey, I am looking for something that will save a file to the system that I then can double click to open, much like sublime-projects. I want to use it together with Autohotkey, a scripting language. Thank you!
