you want to pin an ST icon to the taskbar that will open with a specific project?
which version of Windows is this?
there is an executable called subl in the ST installation folder, if you type subl --help, you will see the command line arguments required to open a specific project, simply edit the shortcut you pin to the taskbar to point to subl with those arguments and it should do what you want

No I mean about pin is to hold the frame of sublime on the screen not after clicking the cursor in somewhere so that started to vanish
