Sublime merge , require admin access to install

Git For windows, SourceTree, Github desktop, all installed under the USERPROFILE no admin access required

Can sublime merge be modified to install under USERPROFILE as well
Also how can we verify the download, there is no SHA256 hashes to compare against

Downloads are done over https, so I’m not sure how a hash would be beneficial?
