ST doesn’t provide a translation engine.
Translating menu items requires to create overrides for each * .sublime-menu from each installed package with "caption" being modified accordingly.
An example can be found at https://packagecontrol.io/packages/ChineseLocalizations, but it saw its last update for ST 3211.

Note that you may miss some menu items (or mysterious errors) if you use outdated override.
https://github.com/zam1024t/LocalizedMenu is a more recent one.

Aren’t ST menus just plain OS menus ? Maybe the OS has some settings to change the language or something.
