Sublime fails to decode text file

Sublime 3 (build 3047) fails to read a text file that all my other text editors can read. The file is available at https://www.uktradeinfo.com/Statistics/Pages/DataDownloads.aspx and is the download “SMKA12​” for Control Files. Once unzipped the file (>5MB) reads in as:

3030 3030 3030 3030 307c 007c 0000 0000 007c 0000 0000 007c 0000 0000 007c 0000 0000 007c 007c 0000 0000 007c 007c 0000 etc..

…what Editpad Lite and Notepad read as regular text data (e.g. containing this: “fertilisers containing the two fertilising elements nitrogen and potassium…”). Not sure why Sublime alone cannot handle it. Thought you might like to investigate.
