Yes, you can use Sublime without buying it. Currently there is no enforced time limit on how long you can use Sublime Text. The only difference is that for registered versions, you will have access to the recent dev builds of Sublime Text & the application doesn’t keep popping up a dialog box asking you to purchase a license.
Once you have “evaluated” it (so as to say, you find that it has increased your productivity & you use it in your daily workflow), you can consider buying a license (to support the developers of Sublime), which makes you a registered user & also gives you access to dev builds.
