Strange scrollbar behaviour (Windows)

The scrollbars in Sublime Text 2 work differently to any other application on Windows, and this is not a good thing.

If I click the the scrollbar area (but not the actual bar itself) then the window pages up or down as expected. But it does this on MOUSE UP instead of MOUSE DOWN like normal applications. So you click the scroll area and nothing happens, as the application is waiting for you to release the mouse button. It gives everything a sluggish feel.

Is there a setting to change this?
