Context: OSX 10.13.6
In ST3, key bindings was able to select & char. example: command+& - which is in the same key as number 1 in main keyboard but shift to have 1.
In ST4, char 1 is always selected even if command+&

If you go into the Sublime console with View > Show Console, enter sublime.log_input() and then press the key, what gets logged? This will show you what Sublime sees your key presses as.

in ST3, as expected : >>> sublime.log_input(True)
key evt: super+&
in ST4, key evt: super+1 (as the shift key in french keyboard)
