The size is calculated internally. It is not configurable. It’s height was reduced by intent to reduce the amount of text being covered.

if I open the panel, I’m not interested in the text of the code. The text I wanna see is my packages, build systems, settings etc. it hides this. how can I make it show more? I can reduce the font size, but it makes it harder to read, and there is so much space wasted. the only thing I find is to make overlay_control's content_margin 0. and it gives so little amount

You can’t change the size via setting etc. Tweaking theme may end up in different paddings but the size of the panel stays the same.
Whether the text behind the panel is of interest or not depends on use case.

but there is more text: lets say height is 5, 2 and 2 from top and bottom, so there is 1 for text. but I make it 0;0, so I have 5 for text
