Spilt Rows under File feature request

Hi Sublime HQ and forum.

I have been a dedicated licensed user since Sublime Text 3 first build.
I love the editor for text processing but I lack the feature to Split Rows under File.
Currently, you have to select View --> Layout --> Row 2? The shortcut Alt + Shift 8 also doesn’t work by default on my Windows 10 Pro.

Ideally the shortcut of Alt + Shift + 8:
Should split the open document in 2 rows one on top of the other.
This is good for code editing.

View > Groups > New Group also creates a new group under the current one. alt+shift+8 works fine for me on Windows 10.
