I’m using a Brazilian Portuguese keyboard and noticed that the ctrl + ‘/’ shortcut to comment lines of code wasn’t working.
After trying to find out the reason, I noticed that if I pressed ctrl + ‘;’ instead it would work as if i had pressed ‘/’.
After taking a look at the layout of an US Keyboard I noticed that the ‘/’ is in the same position as the ‘;’.
Sublime is not actually matching the key, but the keyboard position of that key?
It would be great to have it working in the same way as textmate, where the shortcuts work independetly from the keyboard physical layout.

I have similar problem with russian keyboard layout in Linux. Even Ctrl + C / Ctrl + V don’t copy/paste!
Everything start working when I switch to english input.
