Seems like “hide tabs” is only temporary? They auto-magicaly return as soon as the mouse is moved.
Strangely, “Hide Menu” does not seem to be affected by the mouse.
I never want to see a tab. How can I make that happen?

Make sure you don’t have auto_hide_tabs turned on in your preferences. As mentioned in the description of the setting, it hides tabs while typing and brings them back when the mouse moves. If you want the tabs to always be gone, make sure that is set to false and then use View > Hide Tabs.
