8 years later, and still no Function List? Why not? Do the Sublime developers even read these forums? Do they add feature requests?

While I don’t think we get a custom sidebar in Sublime, you can get an overview/outline view either using my new https://packagecontrol.io/packages/InlineOutline or the older https://packagecontrol.io/packages/Outline.
