As you would notice that sidebar border renders in one group while it does render in the other group.
Seems to me to be an issue.
I am on the latest build of ST (3190) on MacOS (10.14.3) using the default theme with a custom color scheme , but I can reproduce with other color schemes as well …

This is a shadow, showing that the buffer is wider than the viewport, so it is scrolling “under” the mini map. There is no way to force turning this on for all buffers, but you can remove it by changing the shadow color in the color scheme.
FYI…This happens with almost all the color theme that I have tried including many of the default ones.
Yes, this is intended behavior. Only color schemes that disable the shadow will not have it.
