Settings in a new window? (ST3, Windows)

Hello,

If I’m the only one who is surprised (in wrong way) how Settings is now handled? I’m the person who doesn’t like when you editor knows better how to display to you it’s settings. Personally I think that opening completely a new window with spliced Default and User Settings is wrong - brings only confusion to user.

For me, the new window always opens on the wrong monitor so I altered the menu file back to the old behavior I love ST3’s customizability
