Setting user

Hola a todos, tengo un problema por el cual les solicito ayuda. He instalado el Seti UI. abrió el archivo y copié lo siguiente: {
“theme”: “Seti.sublime-theme”,

"caret_extra_width": 2,                 //  to have a wider/thicker caret
"caret_extra_bottom": 3,                //  to make the caret = to the line height (the theme currently support 0,3,5)
"caret_extra_top": 3,

"overlay_scroll_bars": "enabled",       //  to show scrollbars only when scrolling
"highlight_line": true,                 //  to highlight the current line

}
para pegarlo en setting user pero me encuentro con que en preferencias las únicas opciones que figuran son: Settings, Settings Syntax Specific y Settings Distraction Free pero la opción SETTING USER no figura y no se como seguir para continuar.

The User settings are on the right-hand side of the settings. Copy what you want from the Default settings to the User settings and change the setting there to what you want. Once you restart Sublime Text, the User settings take precedence over the Default settings. The Default settings are read-only, you cannot change them in that panel.
