Separate commands to comment out and uncomment code

Hi,

I wonder if there are separate commands to comment out and to uncomment code. I don’t want the command “toggle_comment” because when I’m commenting code with comments with that command, comments get uncommented.

No built-in one.

May start with comment.py in Default.sublime-package for a custom one.
