Greetings this is my second evaluation of sublime. I am sure I had this working last time but I can not get the results I want this time around. I want to be able to execute my current file as a ruby script but I need the option -rubygems added to the execution of ruby. Any advice?

Sounds like you’re talking about the build system in ST. The provided Ruby build system is bundled in a system package ("…\Program Files\Sublime Text 3\Packages\Ruby.sublime-package"), so you can’t really edit it in place.
I’d say you should create your own Ruby build command and use that instead. Just add the “-rubygems” parameter to the “cmd” entry and you should be sorted. Check here for more info.
