Reversing "Encode Special Characters"?

How do I reverse the Encode Special Characters once I’ve finished editing?

My HTML comments aren’t being read as comments because the <!-- xyz --> were converted to <!-- xyz --> I would like to convert the special characters back so they work properly, but I can’t find that information anywhere.

I don’t know why I didn’t think of this, but I just regex’ed the encoded ones back to , lol. Would still like to know if anyone knows how to reverse it though for the whole file.
