I am running ST3 on Win7. It has bugged me for a while that my windows do not get restored to the same size and position when I reopen ST3. Now that I have switched my standard editor from ST2 to ST3 this is a bigger problem.
From a search it seems this was a feature request that was implemented in ST2: http://sublimetext.userecho.com/topic/24155-restore-window-dimensions-and-position-on-start/
I don’t know if this feature was removed, whether it is a bug, or if my preference settings are missing something to enable this.
