Restore after reboot on Windows

Similar to MacOS, Windows has the feature to restore an application after a reboot.

Since SLT already supports all the difficult parts of this feature (session management, window restore), it would be great if it would close the loop and register for reboots with Windows.

I believe the requirement for this capability is registering for application restart.

FWIW, this workaround just works at least on Win11 when done manually:

Together with all default configurations for hot_exit* and remember*, etc.

This config has survived one upgrade, but no guarantees here.
