Been using sublime text for years and literally just used the replace in files menu item for the very first time and am wondering why there is no "replace in ALL project files item. I see the “Add project filter” but I have no idea what that is or how to use it. I literally want to change every instance of “foo” in every single source file with “bar” and that option does not seem to exit.

Just leave the Where field blank for no restrictions on which files to target, it will target all project files (maybe except git ignored ones, depending on the toggle)

thats exactly what i did the first time round and it skipped every project file that was not currently open.
will try again
