When a file is opened and has been changed on disk, the “Reload” button won’t do anything. Also, Sublime Text (win, 4112) will overwrite the changes, which drives me insane.

Yes. This happens when setting "save_on_focus_lost": true and "always_prompt_for_file_reload": true in Safe Mode.
The funny thing is that I believe this was never a problem before since I have been using this setting for a very long time.

You are right. save_on_focus_lost and always_prompt_for_file_reload mess up with the reload functionality.
