Random colors on tabs

Right after updating to V3 B3143, it appears as illustrated. How can I troubleshoot in this case?

Very colorful tabs!

The yellow and red color indicates that an image specified by the current theme, or one of its overrides, could not be loaded. Rather than displaying black, a very visible color was chosen to indicate something is wrong.
