If you really want to remove Sublime Text completely from Ubuntu, and you installed it with the PPA, then go to Applications (the briefcase), then Installed, then search for Sublime Text. Click on the Sublime Text entry.
You should see two buttons - one to Launch and the other to Remove. Click the Remove button and wait.
Sublime Text should be removed. You should also remove the PPA entry in Software and Updates.
If you installed Sublime Text another way, then reversing the installation procedure might work.
