Not exactly what you asked for, but have you tried the Schemr plugin?

New plugin: Schemr

Upon request, I've released a new plugin which adds command palette support for changing the active colour scheme. Unlike other plugins which appear to have a hard-coded list of the (default) available colour schemes, Schemr will scan your Packages folder for all tmTheme files and add them to the command palette options. Download at github.com/skt84/Schemr and should be available through Package Control soon.

It allows you to quickly change colour scheme via the command palette.

I second a request for this feature. I get the impression that image is important for sublime text; a mouse hover colour scheme change allows quick and easy aesthetic alterations, which I believe goes hand-in-hand with the way sublime text presents itself as prettier and more useful than competing text editors.
